JA Prevent NCD is a three-year project funded by the European Commission. It runs from January 2024 - December 2027 and is aimed at helping EU member states in particular to implement effective preventive policies for cancer and non-communicable diseases.Ìý

The project is led by the Norwegian Directorate of Health with 100 partners from 25 European countries. The work is divided between 10 work packages:

CHEPI has been contracted to deliver a task within work package five on regulation and taxation. This work package is investigating compliance and implementation of fiscal measures that target tobacco, alcohol, foods and non-alcoholic beverages as well as exposure to environmental factors.

CHEPI's role will be to evaluate excise duties relating to tobacco, alcohol, unhealthy foods, unhealthy drinks, and environmental risks for their health impacts. There are five elements to this task:

  • Review of health taxes in Europe.
  • Producing policy briefs for each area.
  • Modelling of two fiscal scenarios for each area.
  • Dissemination of findings.
  • Training to support member states in using modelling tools.

This work runs from March 2025-June 2027.
