Some users getting error message "Error: Timeout occurred while retrieving page meta data"

Some users are seeing this error message when trying to load a page:

The problem affects public access users - if you are logged in you won't see the error.

To fix the problem, someone with editing rights to the page needs to Clear Cache, then the page will load successfully for all users.
